A Latino businessman, Arballo is the third Democrat to jump in the race against Nunes,
famous for his staunch loyalty to Trump and for fierce critiques of the intelligence
community. Arballo already has the backing of Andrew Janz, who ran a tight campaign
to unseat Nunes in 2018. Janz has stated that “Phil Arballo is our best chance to defeat
Devin Nunes, hands down.’’ Cook rates CA-22 as “Likely Republican,” a change from
Arballo runs a successful financial advising firm. He’s a member of local civic
community organizations like Fresno’s Hispanic Chamber of Commerce and is vice
president of Fresno’s Bicycle and Pedestrian Advisory Committee.
Of special concern to Arballo has been Nunes’ failure to stand up for farmers and
businesspeople when it comes to Trump’s calls for tariffs on goods from Mexico,
California’s largest trading partner.
